On Monday, the Cockroach Janata Party (CJP) organised a march from Jantar Mantar to Parliament. The protest, which lasted from 8 am to 5 pm, saw several clashes between protesters and police.
The demonstration began at 8 am, and by 10 am, protesters had broken through barricades and marched towards Parliament.
They moved from Jantar Mantar through Parliament Street, Janpath, the National War Memorial, Kartavya Path and Vijay Chowk before reaching the Parliament area.
Police tightened security after protesters attempted to move towards the Parliament complex. The main gates were closed, and tear gas shells were fired to stop the crowd. Later in the evening, visuals of stone-pelting also emerged. More than 50 police personnel and over 50 protesters were injured during the clashes.
CJP alleged that police used lathi charges and tear gas against unarmed protesters. Photos showing several injured protesters were shared during the protest. By around 5 pm, Delhi Police had cleared the protest site at Jantar Mantar.

The DCP of New Delhi appealed to protesters through a loudspeaker to disperse peacefully.

Can a Parliament march be taken out without permission?
Article 19 of the Constitution guarantees citizens the right to peaceful demonstrations. Permission from the administration is required to hold rallies, processions, or marches.
The administration grants permission and sets rules based on law and order, security, and traffic safety. These rules must be followed.
If a march is not permitted and attempts are made to take place, the police may stop it to maintain law and order. Legal action may also be taken if necessary.
Under which sections can action be taken? Section 223 (BNS): For not following the lawful order of the police or any government official.
Section 189 (BNS): If five or more people gather for a purpose which is considered wrong by the law.
Section 190 (BNS): If any member of such a group commits a crime, then other members can also be held responsible for it.
Section 191 (BNS): If violence or use of force occurs during the demonstration, then the section on rioting can be applied.
Section 221 (BNS): For preventing a government employee from doing his work or obstructing his work.
PDPP Act: Action can also be taken under this law if there is damage to government or public property, vandalism or arson during the demonstration.

Wangchuk sets conditions for breaking fast ahead of Parliament march
Sonam Wangchuk posted on the social media platform X around 6 a.m. on Monday, before the Parliament march, and set three conditions for breaking his fast. Wangchuk said he would end his fast on July 20th only if one of these conditions was met.
Wangchuk stated that his first condition is that the government accept responsibility for the failures of the education system and issues like paper leaks. Second, he and a CJP delegation must reach Parliament and assure MPs and leaders of various parties that they will raise the issue in Parliament.
Third, if Wangchuk is unable to attend Parliament due to health or other reasons, MPs from various parties should come to Safdarjung Hospital and provide this assurance. Wangchuk also alleged that he has been illegally detained at Safdarjung Hospital, where his freedom of movement, expression, and communication is restricted.

Delhi on high alert ahead of Parliament march, over 5,000 soldiers deployed
Over 5,000 police and paramilitary personnel deployed: New Delhi district has been divided into 15 zones. Special CP, Joint CP, and DCP-rank officers will personally lead the operation.
Security has been increased in sensitive areas, including Vijay Chowk, Parliament Street, the Prime Minister’s residence, the Home Minister’s residence, and the Rashtrapati Bhavan. Instructions have been given to deal strictly with any attempt at mob violence, vandalism, or violence.
